Rishi Sunak orders police and spy chiefs to carry out war-gaming exercises

Given the general level of knowledge and brainpower on display at cabinet level, I think they might just about cope with HG Well's 'Little War' rules in a suitably dumbed down format-but could we trust them with the spring operated cannons?
