As I read it all the Romans start on the table (cavalry supports useful to mess up barbarian ambush points).
I don't think it's explicit whether they do or not. I'd suggest that packing things away isn't engineering per se, so they wouldn't.

(the engineers I know would think they would be good at packing things away, but would not be so in reality)

When I played this scenario I forgot to put out the Engineers' defenses.
They got run over by a Gallic steamroller which made it an auto-loose for the Romans.

Page 77 states that when Engineers are present they get 6" of defences for free.
I assume that this is not limited to those taken as a support option.
