Yes. I see what you mean now. The wording about going above the 3 refers to when a Leader is instilling Fervour.

This is neither here nor there, but I found it interesting. I noticed my spellchecker kept dinging me whenever I typed "Fervour". It wanted to make it "Fervor". Turns out there are different spellings by nationality. The Kings English has it "Fervour" while us ungrateful rebellious colonists prefer it as "Fervor".
Wiki says:
As nouns the difference between fervor and fervour is that fervor is (us) an intense, heated emotion; passion, ardor while fervour is an intense, heated emotion; passion, ardour.
