The Balkan Wars

I was thinking of using a TFL rule-set for the Balkan Wars and was wondering which rules would be the most appropriate. I was thinking either Triumph of the Will or ITLSU might be about the closest as I'm looking at something larger than a skirmish type game.

Any thoughts, comments or suggestions ?
