When to add the command Initiative cards to the deck came up in our first game. The rules don't specify when this happens.
What we did was to add all the cammand card for the relevant side, when the the first unit came off blinds.
For example, the Germans were the first to have a unit come off their blinds after being spotted; we put all the German command Initiative cards in the deck when turn current turn ended. We took this approach as the command Initiative cards can't be used until a big man comes off blinds.
Do other people have a different approach to putting the command Initiative cards in the deck?

I add the command initiative cards to the deck at the same time as adding any cards for a Big Man who can potentially use them. As you say there is no point adding them if everyone is on blinds.

Using the example from my first email, the first unit deployed was a German infantry section with a Lv2 big man.
Next time, rather than adding all the Initiative cards I will add the Lv 1&2 cards only. With the Lv3 cards being added when the relevant big man are deployed.
