Archduke I have no problem with having the same level of shock with 1 guy under the template as 15 , but I do find it puzzling that the casualties are not related to the possible number of targets It i a number from 0-4 this is fine for teams of 4-8 men but starts to fall apart when you have setcion...

As far as I know the 50mm mortar was not used in late war

Yes I am very much aware of that but it is WWII game and the 3:1 ratio is from Real Life not FOW
The point is that normally the defender is holding terrain not tying to wipe out the enemy - that would be a counter attack not defence

I see what you are getting at -the defender should win if the attacker fails to win? Whilst that occurs in FOW games the real situation is that the attacker need 3 times the defenders force to be reasonably sure of winning an all out attack. So if I have a squad of 15 figures and only ONE man is actually under the template I roll twice? and if a team of 8 figures are ALL under the template I roll once?
