RAW, yes. Even the crew and passengers in a Universal Carrier.
Fixing that would be tricky though, without making them too vulnerable.

I'm not sure that you could expect Sharp Practice to simulate large actions, whether cavalry or infantry.

But if tables have dense terrain, cavalry are always going to have a hard time.

There's a moving section in "Bugles and a Tiger" which describes a bren gunner being hit and rolling aside as they had been trained in order to allow the number two to take over. So no, a CI is not always required.

I also had a box of 15mm PSC carriers. I didn't want to wait, so I reckoned a Wasp, an AOP and a Vickers carrier, then 6 others as a mix of standard, 2" and 3" mortars must be OK. The 3" mortar doesn't stand out as a heavy weapon option IMO.
