Well, a 20 second delay would indicate a target around 3 kilometers (i.e. the maximum distance for most Cold War guided missiles). Given the ground scale of IABSM, most tables offer a maximum distance of about 500 meters. A further problem is many guided missiles couldn't fire under 500 meters. If y...

I kept it pretty simple, really. No strike dice reduction for range, no firing over water features, minimum ranges (a lot of the Cold War guided missiles had around 500m minimum range). I play 15mm TW&T (with FOW basing, actually!) and I don't touch the range measurements at all. Instead, I say every inch is equal to 10 feet instead of 2 yards, which brings the ground scale in line with 15mm troops (so 15mm equals a 6 foot tall soldier—just about right!). Certainly, just give the opposing force an objective and play them as they would reasonably be played. You can handle dynamic or hesitant enemy commanders by just throwing those cards in the deck. Platoon Forward is excellent for coming up with random forces, as you've mentioned!
