Yes legionaries of different troop quality can form a single group.
And yes you would use the higher number of signas required to create the activation. (Depending on circumstances)

Hi Mark, thanks.
So the unit in the flank or rear doesn't have to be the one initiating the combat, the fact that they are there is enough for the unit being attacked to half its attack score.
