At least with SP, one would also have to take into account that not all figures that are 'killed' by fire or melee really represent dead people. If anything, I think if they are just civilians (Shabby Trick Two), they are more likely to go over to the Allies if they make contact with an Allied JOP (assuming they haven't already made contact with an Allied unit).
