For massed armed resistance I would recommend looking into the Maquis du Vercors. May be able to make a campaign out of it with effort and allows for a more formal CoC "platoon" layout.

Generally when the "defending" force wins Scenario 1 they must Strengthen Defenses as there is no further table to counterattack.
