1) No. Performing the Task is their activation so they can't move and Task unless moving would be an integral part of whatever task it was (and it's hard to see what that would be, but I suppose something might qualify). 2). French line bns did have a piquet company in the 50s (and earlier). And when the Grenadier Company was detached, as was often the case, a second piquet company was formed by taking men from the line companies.

It's possible that Rich intended them to represent the Volontaires de l'Armée, who were drawn from line regiments on an ad hoc basis for use mainly as outpost troops.

I'd say it would be better to simply disallow Austrian Status I Leaders from Activating any Unit (they can organise and rally as usual).

Crusader, 1st Corps and Foundry do some decent 'generic Celt unarmoured cavalry' models although they're on the small side compared to, say, Victrix. The basic issue would seem to be that CoC is a IGoUGo system (with the dice providing a brake on how much goes in each phase) while Infamy is designed as 'random alteration'.
