At a squad on squad level often one side has an advantage in firepower over another. In that situation the weaker side should avoid deploying into a firefight unless they can bring other advantages to bear. I have a Dremel and it gets a lot of use in my terrain making. Mostly I use the sanding tools to chamfer the edges of my MDF bases and to create uneven and more natural edges. The ‘unreliable Allies’ events from the 1940 handbook could be applied to supports as one option to reflect command confusion or demands from other commanders. I think the best way to tease this out is in a campaign. That way individual units may still perform well but the wider context can be factored in. I've played a bit of Force on Force and I have to say it has certain aspects that I really liked, but overall it still fell a bit short. I didn't think there was enough emphasis on leadership (there is some) and it would benefit from some Lardy friction mechanics, but otherwise it gives a pretty goo...
