That's how it reads in the rules but it does say in the MOVEMENT PHASE unformed units can only reform ect
Yet in the CHARGE PHASE it gives the options of either firing, wheeling or square and like yourself lancer I can't see anything concrete to say that only formed units can as after all you can still fire on chargers being unformed suffering a -2 , which seems to suggest that only in the CHARGE PHASE that unformed units can still at least have time to react.

Unformed units may wheel in response to a charge.

The reason Unformed units are restricted in the movement phase is to prevent players carrying out all sorts of sneaky moves ;) with unformed units, when in reality they would almost certainly be concentrating on reforming the ranks or at a push withdrawing from a precarious situation.
