Skirmish evade

I noticed that in PC evading skirmishers can't fire but in GDA they fire before the evade. Is this just a evolution of rules or is there a period specific reason for the difference between the two methods.
Skirmishers would seem to be more effective in GDA.

I'm guessing, but in the ACW both sides will have had a thick skirmish screen out, so maybe it cancels out?

Evading Sharpshooters can fire in PC but yes, you are right "normal" skirmishers cannot.

This tries to represent the better discipline associated with Napoleonic "trained" soldiers as opposed to ACW "volunteers", a generalisation I know but it does put some nuances/distance between the rule sets/periods.

I thought about that, but then why even have a separate section on skirmish, you could just assume that the regimental CO is doing what's best. , which I think is why you also don't have the brigade screens that exist in GDA, only full units deploying.
Not a big deal, just know the guys I play with are going to ask why they can shoot in one set and not the other.
