Roadblocks and Cover

General Question: Roadblocks and cover. An entrenchment is 1 support, and a Roadblock is 2 supports. I know a roadblock can be made of almost anything but generally because of the cost would one provide Hard Cover?

I would say yes in general
FWIW I also have 3pt roadblocks for Warsaw that block LOS. - they were over 6 ft high and included wrecked captured tanks
