It’s not just the timing of Stuka attacks, but more generally significant field defences (wire, minefields, roadblocks?, and in some PSC scenarios terrain features, such as marshes).

These need to be declared by the defender before the attacker selects support, and it always seems to make sense if they are placed before the patrol phase, especially if the provide cover, and therefore may affect JoP positioning.
I agree.
It’s a case of ‘What the rules state” v “How I believe it should be”.
In the latter case:

Dice for force moral
Dice for and select Force Supports.
Place Field Works, (Mines, Roadblocks, Wire, entrenchments etc)
Stuka Attacks
Conduct Patrol Phase
Place JoPs
Commence 1st Phase.

As for flamethrowers.
I’d cost the first one at 4 Points and plus 1 for each subsequent a flamethrower (so 5 points for the second one, 6 points for the 3rd one etc)
Or
Limit them to only 1 per platoon and only is the enemy has entrenchments or a bunker.
Disregard the above for PTO games as the USMC used FT quite liberally

If you're playing that kind of player, that's not really in the Lardy spirit. Deploy the pointy stick rule..

I agree 100% with this sentiment and I do like that new sequence. Much more realistic to have the Fieldworks out earlier. Is that the same for "Team Entrenchments" ? Are you suggesting that they are pre-deployed ?

This sequence also stops the problem where Field Works "suddenly" appear in zones already covered by Patrols and on or near JOPs

The only hassle I can see is that sometimes it is only after the Patrol Phase that it is clear what ground you will occupy as a defender and what ground/approaches are important enough to need engineering works. This will sometimes happen in "Flank Attack" and often in "Hasty Defence". I think this is why there was a push to have the Support rolls after the Patrol Phase.

My POV is that the patrol phase determines which area is under control of each side.
Because you deploy obstacles according to your strategy, which would depend on the key terrain features you are controling, I would use john de terre neuve Sequence :

Game Start Order
1. Place Patrol Markers and make free moves, if any
2. Dice for Force Morale
3. Play Patrol Phase
4. Place JOP's
5. Dice for and select supports
6. Place fixed defenses.
7. Adjust Engineer section/squad if any selected
8. Throw Command Dice

Entrenchments are placed when the team deploys

How does the Stuka fit into your sequence?

That was the original question as it appears out of sequence
Without the Stuka I don't thing the majority have an issue with the sequence.

My mistake...

I would use this sequence :

3. Stuka attack
4. Play Patrol Phase
5. Place JOP's
6. Dice for and select supports
