Can a leader activate more than 1 unit in his "turn"?
The book has the word "one" in bold suggesting its max 1 per "turn".

A Leader can Activate one Unit by spending one CI so long as he's eligible to command the unit in question and it's withing his command range.
So a Status III Leader could spend all his CIs to activate 3 different units that were within his command range (and of course could then spend a flag to give himself a 'temporary CI' and activate yet another Unit if he wished).
