Voluntary Withdraw

When can you declare a voluntary withdraw?
Anytime? At the end of a turn? During an activation? Etc . . .

What happens with an ongoing close combat and voluntary withdraw in a raid?

It doesn't specify when you can declare a voluntary withdrawal, so anytime. Or agree something different with your opponent.

An ongoing close combat would end if a voluntary withdrawal was unchallenged and it cannot be challenged by an opponent whose morale is at 2 or less (p.56).

If a voluntary withdrawal goes unchallenged (raid or battle) the game ends immediately and you go straight to the campaign results table (p.57) to work out who the winner is.

That's the player with the most points from the table - it's possible to achieve all your scenario objectives in a arid and still not win the game if you suffer much heavier casualties than your opponent. Pursuit cards do not count if a voluntary withdrawal is not challenged (p.56).
