Many of the Skirmish Campaigns books have scenarios adaptable for CoC. I've often used that as a source for one offs. Also, the Winter Storm campaign book was written before the CoC campaign rules were out so is essentially a good set of Eastern Front scenarios.

The 'Military History Visualized' and 'Not Visualized' series are both worthwhile The author is a hstorian and generally seems to a good job in what he presents.

AT rifle grenades should be higher AP than an AT rifle but less accurate than an AT rifle or a dedicated infantry AT weapon. Maybe fire like the panzerfaust 60 and a penetration of 5?

Since you can't move on the turn you deploy, deploying in tactical makes sense assuming you don't plan to fire, or go on overwatch/do covering fire. It's not clear in the rules but I would only apply the penalty to a permanently immobilized vehicle.

We had great fun playing through the Ustilug campaign. It seems likely to end eventually in a German victory since there is no time limit in the campaign (historically accurate) but you could certainly agree on some sort of time limit before playing. We've been allowing deploying as tactical for our games. In terms of real life, it makes sense that a unit should be able to deploy making maximum use of cover.
