Err both - Rich has assessed that the 2pdr is not a light gun ( which it would ar first appear by its size) but that moving it is not so difficult as to be treated as heavy. Medium seems about right to me so it is academic as to how they move the gun rather than that they can move it whether by lift...

Looking at the Blitzkrieg Handbook, the 2pdr is rated as a medium gun and without getting into the mechanics, by the rules as written, this means by virtue of 7.4.1 it rolls 2 dice for movement, discarding the lower.
