Roll dice. Allocate them all, THEN use them in any sequence you like. That seems to be the intent of the rules as people above have mentioned.

In a recent Spanish Civil War scenario we played (AAR on the forum) we used the historical dispositions as per the scenario and it worked just fine. The Patrol Phase is an interesting way to mix up an historical scenario or introduce some of the factors that occurred in the real action, so it can be...

Rich, I think it's clear that Chain of Command is 'going off'. People are thinking about using it for all manner of conflicts and plenty of theatres in WW2.
