It is not considered simultaneous - the outcome of one combat is resolved along with all the detrimental effects of rout, etc. Then the next combat is resolved.

So yes the outcome of one combat may very much affect the next combat.

For my money: If any occupants of the vehicle have a role and purpose outside of the vehicle then I'd roll for them.
