Treat them as bunkers i.e. Poor shot but vulnerable to Pioneers. Capacity depends on the type of pillbox. The early war BEF book for IABSM is absolutely clear. Each carrier section is one with a Boys and a Bren; and two with just a Bren. Each carrier would carry three men: an NCO, a rifleman and a driver/mechanic (this type of carrier only had three seats).
