Let the scenario decide that for you, but if it's a straight forward set up or encounter battle then I would suggest that each division may deploy up to 20cm [12"] in from their respective table edges.

JS, If this relates to normal volley fire then that seems fine. We generally allocate any odd or left over casualty onto either the nearest or largest target, along with any Elephant test.
