The other thing to mention is that each phase represents around a minutes action and that the turn end represents a considerable lull in the flow of the action & allows for the disengagement of engaged troops the arrival of reinforcements and that sort of thing.

A Junior leader with nothing to command is pretty useless & indeed a liability if he subsequently gets injured or killed as he still does bad things to your force morale. A pinned junior leader can still move as leaders can as has been mentioned ignore shock but he might be better hanging around try...
