Victory conditions-we are about to start the scenario. My opponent say that he can bring supports on before he has 2 CoC dice. He also says that once he gets 2 CoC dice he automatically Wins?

Thanks John, so essentially during the Movement phase an unformed unit could form into line, column or skirmish etc etc but could not engage in any movement except maybe about face (not sure about that one)?
