I believe the answer is that, if you use a 3 to activate the JL and he spends both his CIs on Concentrated Fire, the rifle team do nothing. I think the exception to this is at the point of Deployment where the rifles *do* get to fire because, at this time, they are under 'perfect control'.

I would personally prefer that costings for support options did not take into account "rarity"; I think that some of the published material sometimes applies that (eg: making the AVRE cheaper in Op Martlet because they were commonly available for that operation). I calculate the 1939 platoon from the book at -4 without taking into account the Force Morale track differences. The "Britain 1940" pdf download comes out at -3. With the stats for the A9CS as shown in the Blitzkrieg 1940 book (Armour 2, AP 1, HE 4, etc.), I calculate that as a list 4 support: 2 + 1 + 4 + 3 (for the many MGs) = 10 pts = List 4.
