I'd be tempted to say that one of the JLs acts, temporarily, as an Inferior Senior Leader (ie: activates on a 4, can issue orders to all relevant units but only has 2 CIs).

If in doubt, I would always use the stats from the Consolidated Arsenal (a fan project which has been worked on by many people and is pretty reliable). See the link in my signature below.

If you wanted to do something subtle, you could put a particular colour of flower on the bases of those with different weapons. I'm doing that to pick out my 15mm JLs for the sake of anyone I play with who has reduced eyesight. The splash of colour should be quite visible but not jarring. In theory!
