Method 2 however when attacking I often choose less than the dice roll amount depending on what I expect my opponent to be bringing. They always seem to choose as much as they can when they attack.

Play Totensonntag and see how often the poor German Tank platoon struggles to activate against the Green South Africans in the open ;) Rolling multiple 4's when you only have 1 Sl really hurts and once you start getting shock on the tanks the JL's are hard pressed to do what you want them to as well.

Yes and it is the best way to hit those pesky romans as they can't do drill. Hit them in the flank with their shields up and they dissolve like water.
