I'm very keen on this campaign and play 28mm too. I can see both sides of the discussion, In the end it would come down to the order of operation when applying cover and I don't think I have seen any mention of this anywhere with CoC?

Firstly I should confirm the the NCO was only within 4" and attached to the trailing Bren team, this team was within 4" of the leading rifle team allowing them to form a section.
