Note that Clarke seems to have given it 10 *HE*, not 10 FP. After all it's a small, fast-firing machine cannon with exploding rounds. Yes, but larger autocannons (ie: 20mm) don't count as HE. For most armies you'll only ever need to have one section dug in plus a couple of support weapons like AT guns and SFMGs. Three carriers was only a section, not a platoon, so I don't think giving it the free SL is right in this case. Late war carrier platoons were 13 (!) carriers, unlike most AFV platoons which were 3-5 vehicles.

The drivers wouldn't normally dismount, when the section was operating offensively their job was to provide security for the carriers. The general perception is that the soviets were more rigid and had few initiative, and maybe that should be the case in the early war period, but in the late war be more complex. There's an element of truth to it, but from everything I've seen or read it wasn't really at the squad to platoon level ...
