IMHO, the larger base sizes of 28s mess with things a bit when interacting with terrain, which either has to take up more space on the table/battlefield to accommodate the bigger minis (perhaps to an unrepresentative degree) or present problems meshing with the base sizes (which equal 10' if 25mm?)....
