It says he may only issue commands that are not activations.

He is clearly activating the second team to fire using his national characteristic - as written he could not do this.

Well TT, I can already see a problem! The JL is with a team that activates on a 1 to rejoin their other colleagues in the second team. What you are saying is the JL couldn't then activate the joined team to shoot with say machinegewehr or 5 rounds rapid or remove 1 shock and fire! That's just plain ...

As I understand, the rationale is that AT rifles weren’t routinely allocated to German troops in 1940 but they were in existence.

Hence the reason you can call on them as a support option at a cost of 1 extra support from any other support list.
