One thing I've thought about is having two different sides, praetorian guard and aux cavalry on one side, tribal allies on the other side. I'm doing foot leaders on foot and cav leaders on horses. Since leaders join in the fighting, that's what makes sense to me. Rich has said on Facebook that it doesn't much matter, so do what you want.

I think supplement 2 is supposed to move a bit east, so I expect the Dacian/Sarmatian force to be there.
