On page 34 under the Company Commander section it says that the unit receiving the second action must be within 18” of the company commander. Since the unit has not deployed on the table yet, it is not technically within 18” of the CC; so, I would think it would not be eligible for the second order....

It sounds like the reserves action allows you to either deploy two units on an existing sector, or redeploy the armour to another company.
