Hmm but there again I suppose what I meant by target of opportunity is more like 'at anything that's an enemy out of those things you can see over there' rather than 'at anything that's an enemy which pops up over there where enemy are currently hidden'. I can see the rationale for needing a CI per target your section or team shoots at, but what if the men were told (using a CI) to shoot at targets of opportunity?
