Agreed, Vlad. The rules are clear. And they are straightforward.
In the spirit of keeping it simple, I would not advocate changing them; not even as a house rule.

It's a sensible rule: You are a fair bit more likely to hit with your second round on the same target if no one moved, having observed how your first round was off (left, right, short, long).

I suspect it was thought of, probably playtested but ultimately sacrificed on the altar of KISS.
