I also had a box of 15mm PSC carriers. I didn't want to wait, so I reckoned a Wasp, an AOP and a Vickers carrier, then 6 others as a mix of standard, 2" and 3" mortars must be OK. The 3" mortar doesn't stand out as a heavy weapon option IMO.

I already have 15mm Early War... so I had to add a couple of late war battalions. :o

Bear in mind that units like the French grenade launcher team only get three shots, at leaast one of which will be at half effect (unless they spend a lot of points to increase their ammo). I'm not sure about the Japanese knee mortar teams (sections?). SO I'd not argue too hard for the mortar sectio...

My British battalion is all but ready, though I still have some supports to add (that box of PSC carriers isn't going to make itself!) but if the game takes much longer I'll have to add a battalion of late-war Germans.
