The first casualty taken by the skirmish screen only applies to short range artillery fire (canister), that’s clearly stated in the rules.
The -2 firing on skirmishes makes sense

I decided long time ago to abandon collective basing and moving to individual bases due to frequent changes in rules by my gamning group. Funny coincidence, this was extensively covered in Henry Hyde’s latest podcast (I listened yesterday). ACW was an infantry war, in a context of lack of tradition of cavalry types (heavy, medium and light), tactics and differentiated roles
